Procedure for access to information of public nature

The procedure is specified in detail in the Act on the Access to Information of Public Character, which is a part of this catalogue. A request for information of public character can be made orally or in writing; when filing such a request via an electronic mail address, the provisions laid down in the act governing operations carried out through electronic devices and electronic (digital) signature shall apply. In the event that the request is rejected, the applicant may appeal and his/her appeal is decided by the commissioner for access to public information, the proceedings are conducted in accordance with the General Administrative Procedure Act and the Act on the Access to Information of Public Character. The ruling handed down by the commissioner for access to public information can be challenged in an administrative dispute.

Information for the public about the security measures in place at the storage facility for petroleum products Ortnek

The procedure for the issuance of the environmental authorisation for the storage facility petroleum products is in progress.

Ortnek, the storage facility for petroleum products, serves to take petroleum products into storage, to store petroleum products and to release petroleum products (stockdraw). Handling of petroleum products is not performed constantly, but only when proper arrangements are made.

The storage facility contains unleaded motor gasoline and diesel fuel. Unleaded motor gasoline is a highly volatile and poisonous substance dangerous for the environment; diesel fuel is classified as harmful to health and dangerous for the environment.

Based on experience and the analyses performed, it is assessed that there could be the following major accidents in the storage facility: combustion and fire at the railway and railcar transloading docks, explosion of gasoline fumes during maintenance works in the tank and discharging fuel into the stream. The scenario also envisages possible bodily injuries and victims among the employees and damage to the plant and equipment, but it does not pencil in any broader impact on the people living in the vicinity. The biggest impact on the environment would occur in the event that fuel would be discharged into the stream since it could lead to pollution of ground waters and a cut off of a source of drinking water in Suha krajina.

All the scenarios of disasters that could take place in the storage facility have been addressed as plausible in the Security Report for the Ortnek storage facility and in other documents. These documents elaborate on the technical and organisational measures in place serving to eliminate the identified hazards, that is, to mitigate risks and contain them at an acceptable level. Furthermore, different scenarios have been prepared with the action plans triggered in the event that despite being properly prepared for a case of an emergency, there is a major oil supply disruption.

All employees in the storage facility have been properly instructed and trained to act adequately in case of an emergency (catastrophe events), as well as to make good any and all consequences of such events. The operator of the storage facility has also concluded contracts with the fire brigades located in the vicinity should their intervention be needed in case of fire and disasters involving hazardous substances. To this end, common fire and rescue drills are carried out, as well as training and education serving to raise the level of knowledge about hazards and hazard-mitigating measures.

The protection and rescue plan for the Ortnek storage facility for petroleum products (May 2007) has been approved by the Municipality of Ribnica. The plan elaborates on raising alarm, duty to notify/inform, putting out fire, rescue operations and other activities incidental to cases of emergency.

Information is disseminated to the public through the public media and it is handled by ReCO, the Municipality of Ribnica and the storage facility operator in line with the provisions of the plan.

People living in the surrounding area are warned of the incident/emergency and they are informed through the public media and by the Agency’s employees.

No major impact on the people living in the surrounding area is to be expected; hence, no special measures to be carried out by the local population have been envisaged.

The information for the public about the security measures for the storage facility (tank farm) for petroleum products Ortnek is available on the website of the Agency the Republic of Slovenia for Commodity Reserves (ZRSBR) and it is posted at the entrance into the storage facility. Stakeholders can obtain all further details regarding the safety measures and other information from the storage facility manager and the officer for the protection of the environment.
